Report it to the local police
You need a written police report (surat kehilangan) before anything else can move.

Contact your embassy or consulate
They issue an emergency travel document. Take the police report, photos of the lost passport if you have them, and any ID.

A lost passport affects your visa record and any pending application, so it needs to be handled alongside the new document rather than after it.
